No. I've specialized in forge guns specifically to make tanks think twice before advancing. Noobs with forge gun ops 1 and a shield extender can't do jack to a real tank with an operator who is aware of what is going on. The tank will eat all 4 rounds of his clip and then regen his shields while the forge gunner reloads. I've specialized in them though - if you die in one clip to me its because I'm gimped for doing anything BUT forge gunning, rolling with nothing in the highs but damage mods and nothing in the lows except cpu enhancers, making me incredibly vulnerable to infantry, never mind the tank itself. In that situation damn straight the forge gun should do some damage.
Forge guns as sniper weapons? If the forge gunner "snipes" he's getting VERY lucky with the shot. There's no way to accurately predict where the shot is going to land with any precision, and if the target is moving its much harder.
In conclusion, tanks and their weapons have finally been brought into line with infantry's ability to engage them. A properly spec'd tank will shrug off poorly-spec'd forge gunners or swarm launchers while a properly spec'd tank is now forced to respect a properly spec'd forge gunner. This has to be the second best change CCP have made to Dust - the first being the remote explosive nerf =)
